U periodu od 9-11. jula u Podgorici (Hotel Piramida, Zagorič) biće organizovan drugi blok predavanja za organizacije civilnog sektora u Crnoj Gori u sklopu projekta ALTYO, Advocacy and Lobbying Training for Youth Organizations na temu Sprovođenje istraživanja socijalnog konteksta.

Od januara 2011 godine organizaciji Forum MNE je, kroz IPA program (IPA 2009 – Civil Society Facility – Regional Programmes, Reference: EuropeAid/129897/C/ACT/MULTI) u partnerstvu sa organizacijama iz Makedonije i Bosne i Hercegovine (NVO Triagolnik i NVO Proni Brčko) odobren projekat Treninzi za omladinske organizacije iz oblasti lobiranja i javnog zagovaranja (ALTYO).

Predstavnici Zavoda za zapošljavanje će , kao gostujući učesnici seminara, imati svoju prezentaciju i interaktivne diskusije sa predstavnicima 13 organizacija civilnog sektora. Diskusija je zakazana za 18h u subotu 9.07.2011. kao jedna cjelina trodnevnog seminara.

Projektom, finansiranim od  strane Evropske komisije, se planiraju osnažiti organizacije civilnog društva u Makedoniji, Crnoj Gori i Bosni i Hercegovini da efektivno utiču na procese donošenja odluka na nacionalnom i regionalnom nivou. Takođe, ima za cilj uspostavljanje politika koje će olakšati pristup tržištu rada osjetljivim grupama mladih.
Na projektu učestvuju omladinske organizacije: Triagolnik (Makedonija), Proni Brčko (Bosna i Hercegovina), Forum MNE (Crna Gora), kao i Evropska agencija za informisanje i savjetovanje mladih (ERYICA).

EDUCATIVE COURSE

Introduction to the course

The purpose of this project will be to empower/build the capacities of local youth CSOs in Macedonia, Montenegro, and Bosnia and Herzegovina in advocacy and lobbying in order to effectively influence local and national policies.
The results we are striving to achieve are:
1. Youth CSOs in the three countries have skills and knowledge to actively engage in decision-making processes at national level;
2. Increased knowledge/understanding of youth CSOs with regards to national/European laws and policies concerning youth;
3. Established contacts/networks between youth CSOs at national and regional level;
4. Advocacy actions on youth rights implemented in national partnership between youth CSOs;
5. Increased cross-border cooperation on promotion of youth rights;
6. Increased awareness among general public on relevant youth issues, especially with regards to marginalized groups.
7. Increased communication between public authorities and youth CSOs with regards to relevant youth policies.
In order to reach named results, the delivery of this course is foreseen as a crucial activity within the project. The course is planned as a long term course lasting throughout approximately nine months. The course is also including additional 4 months implementation of a practical assignment for practicing the gained skills and knowledge through realization of short projects – advocacy actions.
The course is planned in a manner that provides not only sufficient information for advocacy and lobbying but also creates opportunity for reflection analysis and provoking changes in participants’ attitude towards their proactive behavior in own communities regarding issues relevant for their work. Since the CSOs are facing lack of understanding of the necessity of institutionalization of the changes they want to see happen, the course provides time and experience for reaching this point of not only receiving load of information on the subject but also achieving utilization of gained knowledge. Mainly this will be achieved through the realization of a practical assignment, an advocacy action/campaign. Advocacy actions (practical placements) will be done in teams (meaning that three organizations, based on similar field of work/target group, will need to do one joint practical placement-advocacy campaign). In this way we will ensure that that partnership among CSOs is practiced in order to achieve mutual goals. Nevertheless the practical assignment will also ensure influence on the situation of final beneficiaries and raised public awareness with regard to their situation among the general population.
The course will be delivered in Macedonia, Bosnia and Herzegovina and Montenegro at the same time. The whole course is delivered in 6 teaching blocks – modules each lasting for 24 hours delivered in 3 days. Each block is dedicated to specific subject relevant for understanding the process of advocacy or lobbying. The teaching is done in pairs; one teaching pair will deliver the same module in all 4 countries.  Each pair will be different for each module relaying on the expertise of the trainers. All modules are delivered through non-formal methodology where a balance between theory and practice is achieved. During module delivery guest lectures are planned from local experts for achieving higher understanding of local contexts. Aside of the module lectures and practical work, each participant receives individual support sessions after each delivered module in order to receive additional support or use time for consulting on relevant matters from the course. During the delivery of the practical placement of the course, group mentoring sessions are also provided for further support and motivation.

METHODOLOGY
The Course recognizes that there are a number of ways in which people learn. The Course will reflect some of these ways and will include: individual work, small group work, practical work, recordings, written assignments, self assessment, role plays, literature reviews, tutorials, discussions, exercises, activities, simulation games, energizers, observations. The main approach in the course modules is the experiential learning. With such approach, the courses are taught using the experience of the participants and of the tutors in an exploratory manner to look at skills, attitudes and the acquisition of knowledge. Similarly practice is explored to extract learning and improve skills and intervention.

ADVOCACY ACTIONS – practical placement of the course
After the successful implementation of the six modules the participants will be given approximately 4 month period to implement their planned practical placement for the course in form of advocacy actions. The practical placements will be done in teams. Each team is consisted of participants who come from organizations working with the same target group. The target groups as stated in the project are: youth with handicap, youth from rural areas, young women, youth without parents and young Roma. The recruitment process will ensure that there are minimum 3 organizations per target group included and each organization nominates 2 employees as participants. The teams will be formed in line with participants’ organizations’ target groups (for example: all 6 participants coming from 3 organizations who have young women as their target group will form one team working on one practical placement).
Since the participants will come from organizations working with either Roma, women, handicap, youth without parents or rural youth, the advocacy actions will aim to improve the situation of at least one of these vulnerable groups. Overall in all three countries there will be 1 advocacy action implemented per 1 vulnerable group. The effects from these advocacy actions will not only remain regarding these vulnerable youth but will also stress the lack of adequate policies or body of law for young people in these 3 countries in general.
Through the realization of these actions we will increase the understanding of the use of these tools by the CSOs and achieve a sustainable approach towards achieving societal changes with the use of the advocacy and lobbying as mechanisms. This will increase CSOs’ capacities and through achieving some societal changes, their overall image and position in the communities they are active in will gradually start to change. In the long run, CSOs will be recognized as relevant representatives of the young people in the society and as key actors in the decision making processes on national level.
